A residential property at 40858 Old Three Rivers Drive was cited for multiple housing violations on Wednesday, March 11. A code compliance officer, with the assistance of Deputy Mark Frick, posted a notice on the property that listed six violations including improper sewage system, lack of adequate heating, lack of maintenance (dilapidation), accumulation of solid waste, and improper plumbing.
The property owner, Stan McDowall of Three Rivers, has 30 days to correct all violations or he must appear at a condemnation hearing. The county is also investigating another property owned by McDowall located on North Kaweah River Drive.
Dennis Lehman, County of Tulare building and housing manager, said there are also obvious building permit violations on the Old Three Rivers Drive property and that a part of the residence appears to have been built over an old well.
The recent complaint that prompted the county to inspect the property stated that the septic system had failed and raw sewage was pooling in the vicinity of the septic drain field.
