FILED BEFORE THE FEDERAL ENERGY REGULATORY COMMISSION
DRAFT APPLICATION FOR NEW LICENSE FOR THE
KAWEAH HYDROELECTRIC PROJECT (FERC PROJECT NO. 298)
On July 26, 2019, Southern California Edison Company (SCE) (address: 1515 Walnut Grove Avenue, Rosemead, CA 91770) filed with the Federal Energy Regulatory Commission (FERC or Commission) a Draft Application for New License (License Application) for the Kaweah Hydroelectric Project (Project). The Project is located in the Kaweah River Watershed, on the western slope of the Sierra Nevada mountain range, in Tulare County, California.
The Project consists of three developments: Kaweah No. 1, Kaweah No. 2, and Kaweah No. 3, which commenced operation in June 1899, February 1905, and May 1913, respectively. The Project has limited storage capacity and is operated in a “run-of-river” mode. The total generating capacity is 8.85 megawatts.
The existing FERC License expires on December 31, 2021. SCE is requesting renewal of its license to continue operation and maintenance of the Project with a license term of 50 years (expiring on December 31, 2071).
As described in the License Application, SCE’s Proposed Action includes: modification to the existing FERC Project boundary; recreation facility enhancements; additional Project maintenance activities; modification to Project operations; and new environmental measures, management and monitoring plans, and programs designed to protect, maintain, or enhance environmental and cultural resources.
The License Application was prepared utilizing FERC’s Integrated Licensing Process (ILP) and pursuant to Title 18 of the Code of Federal Regulations §§4.32, 4.51, and 5.18. The License Application is composed of five volumes including public, critical energy infrastructure (CEII), and privileged information.

The License Application, with the exception of materials with CEII and privileged designations, is also available to the public for inspection and reproduction at SCE’s Kaweah Hydro Headquarters Office (by appointment only), 44511 Sierra Drive, Three Rivers, CA 93271; and during regular business hours at the Three Rivers Branch Library, 42052 Eggers Drive, Three Rivers, CA 93271.

The FERC will publish subsequent notices soliciting public comments on the License Application. In addition, SCE plans to convene a stakeholder meeting on September 10, 2019 to receive oral comments or answer any questions on the License Application. Meeting details will be announced separately.
