A storm cell blew quickly through the interior of California on Tuesday, Oct. 14, and didn’t deliver any rain below about the San Francisco Bay Area, but its wind stirred up fallow fields, totally inundating the west side of the San Joaquin Valley with dust, impacting drivers on Interstate 5 and Highway 46. A recent National Weather Service graphic showed a precipitation forecast from light to moderate to heavy in every area of the United State except for here south to Los Angeles and east to the desert Southwest.
