Three Rivers speaks out on STR ordinance: Part 3

In Part 3, South Fork residents Steve and Elizabeth LaMar and Julianna Seligman offer comments at the September 25 County of Tulare Planning Commission meeting. Steve LaMar has been at odds with guests who have stayed in short-term rentals in houses on both sides of his home in Sequoia Oaks Estates. His wife, Elizabeth, is a regional director for the California Fire Safe Council and speaks concerning the extreme fire hazard in Three Rivers that exists much of the year.

Julianna Seligman has lived most of her life on the historic Maxon ranch six miles up South Fork Drive. The Seligmans have operated a vacation rental for the past 15 years. Julianna brings a millennial perspective to the conversation.  Three Rivers speaks out on STR ordinance

    One of the largest issues not being adequately approached is the number of people per septic. It’s hopeful to see that planners have listened to community input and addressed maximum occupancy, but septic tanks and leach fields are stressed everywhere in 3R. Septic designs on most residences were approved at 2 people per bedroom, but with increased visitor use—upwards of 18 people with guests per unit—including laundry, showers, and other water use, these leach fields are undoubtedly exposing our rivers and groundwater to high levels of contaminants. This had recently happened at the local Comfort Inn, where a larger tank was installed but leach fields were not upgraded, and nearby residential wells were contaminated. Mike Hauber, a local contractor, has written to the County extensively about this issue, and I hope to see his concerns addressed at the hearing.

    Not only is septic an issue being virtually ignored, so is water usage/supply. It is a HUGE issue. Many private wells and mutual water companies struggle to supply water during the high impact summer months (June-Oct.) to their current customers. Theses STVRs are most active (rented out) during these challenging seasonal months… what happens when we encounter more drought situations? Do I give up my personal water usage so the profiteers have water to serve whatever water they need without conservation or rationing? Who enforces rationing and/or conservation, and how is it accomplished? Another issue is the ignoring of the Zoning Laws that we’re established to protect residential bedroom neighborhoods (where STVRs should not have any rights to exist) from commercialization. What about theses issues? What about the rights of those who do not want on live on (mini) hotel row? Their is a fundamental problem with a community that ignores the rights of residentially zoned property owners over someone who exploits those sacred zones for profit. The whole trend will implode, then where will those people be?

    It’s sad that irresponsible people have ruined it for others. I have used my place for airbnb but I’m very mindful. 4 guests max, no pet, children or smoking. I have cameras outside. I just needed to get me by until retirement. Most of the time it’s vacant and i’m up there every week. I have a few people that are writers from LA that come alone almost every month.

    Vacation rentals as a rule are vacant most of the slow season – in our case my husband and I are mostly retired and there’s only two of us in our home that is made for six people – there are only a few dozen at the very most party houses that can handle large numbers in 3 Rivers… Most of the people complaining don’t realize that it’s a very few homes that are the problem … instead they have invited the county in at great peril to all of our privacy, have invited the county into our wallets, jeopardizing our retirement plan and our once very respected investment plan.. it’s astounding that Neighbors can’t work out their issues between each other —- most vacation rentals do not offer a maximum number of people in the house experience …And I contend that most of them are not at capacity so the guy seems to simply be attempting to acquire business. .And let’s not forget the Yahoo on South Fork resident who had three fires going at once without any oversight on any of the fires …wasn’t a vaca rental guest ….
